Burgas Municipality implements the CAF 2020 model for organizational excellence

By order of the Mayor of Burgas Municipality, the local administration has launched the full implementation of the "Common Assessment Framework" (CAF 2020) analytical tool for the third time. The goal is to achieve full transparency and high quality of administrative services.

Burgas Municipality is a recipient of the "Effective CAF User" label for 2018 and 2022, confirming its commitment to continuous development.

Why is the CAF model important?

The CAF model is based on eight fundamental principles, including:

• Orientation towards results and citizens;
• Leadership and constancy of purpose;
• Management by processes and facts;
• Social responsibility and partnerships.

Benefits for public administration

The tool is specifically designed for the needs of the public sector and offers a number of advantages:

• Diagnostics: Opportunity for objective self-assessment according to European criteria.
• Efficiency: Tracking the link between work processes and achieved results.
• Motivation: Active involvement of employees in the process of improving the work environment.
• Sharing experience: Encouraging best practices between different structures.

The process includes three main steps: conducting a self-assessment, identifying strengths and areas for improvement, and finally, preparing a concrete Improvement Plan. In this initiative, Burgas Municipality relies on the expert support of the National CAF Resource Center at the Institute of Public Administration.
