Minister of Education and Science Prof. Galin Tsokov stated categorically during a meeting of the Committee on Education and Science in the National Assembly that no changes are planned for the delegated budget model in school education. His position was presented in response to a topical question asked by the deputy chairman of the committee, Krasimir Valchev, representing the GERB-UDF parliamentary group, who inquired whether a transformation of the funding system was forthcoming.

Prof. Galin Tsokov emphasized that delegated budgets remain an effective mechanism, as they have enabled school administrations to learn how to manage their funds wisely over the past years. "This process went through many upheavals, there were problems, but it has become established and is working well," commented the Minister of Education, reaffirming his intention to maintain the current model.

At the same time, the Minister noted that despite the overall success of the model, the current distribution formula is showing its flaws. According to him, the elements initially included were meant to be disciplinary, but over time, a point was reached where teachers feel their status is threatened, leading to negative practices such as inflating grades to retain students. He clarified that the aim is to achieve a balance where educators can work with security, without the financial mechanism pushing them toward such behavior. The Minister emphasized that this is not an accusation against teachers, but a necessary step that will be discussed further to reach a broad consensus.

Krasimir Valchev expressed satisfaction with the response that the delegated budget system would not be changed or revoked. He categorically noted that a return to centralization would be a "big mistake," while also supporting the argument that the financial formula could be refined. At the end of his statement, he also posed a question to the Minister regarding the implementation of the program for school gymnasiums and sports grounds.
