Bulgaria's finance ministry says it talks to the European Commission every day about the country's excessive deficit procedure, but the decision on how to share out state money stays with Bulgaria. The ministry said this in a statement on its website.

Ministers approved the draft 2027 budget on 15 October, and the draft budget plan went to Brussels the same day.

EU institutions are now looking at it. The Commission is due to give its assessment on 24 November. The assessment is part of the autumn package of the European Semester, which the EU uses to monitor the economic and budget policies of its member states.

Bulgaria has been under the excessive deficit procedure since July 2026, which means the state spends more than it should, given its income. The EU Council then recommended steps to bring the deficit under control. One is to limit the growth of net public spending, so that state spending rises more slowly, under a corrective plan set by the Council.

The ministry thanked Commission experts who, answering questions from the media, confirmed that Bulgaria is strictly keeping to the deadlines for preparing the 2027 budget.

The ministry said the Commission is in constant dialogue with member state governments, including Bulgaria's, and that this backs up what prime minister Rumen Radev has said. It said it takes every opinion into account in the budget process.

The draft 2027 state budget law will probably be presented next week, deputy prime minister Atanas Pekanov told reporters the same day. He said this depends on the talks with the Commission being finished.
