The government will allocate an additional 43,182,088 euros from the state budget to cover the transitional carryovers from 2025, utilizing funds originally earmarked for education. These funds are designated for state institutions within the preschool and school education system with delegated budgets. The distribution of the amount is as follows:

  • 34,874,766 euros for institutions under the Ministry of Education and Science;
  • 7,079,784 euros for schools under the jurisdiction of the Ministry of Culture;
  • 1,227,538 euros for schools under the Ministry of Youth and Sports.

The amounts included in the transitional carryovers cover capital expenditures and targeted funds for the implementation of national education development programs. They also cover operational costs for the upbringing and education of children and students, as well as funds to support personal development and promote equal access.

The Council of Ministers has also approved changes to the tuition fees at two higher education institutions, the government press service announced. The decision, which will take effect for the 2026/2027 academic year, was implemented following proposals from the Rector of the Technical University of Sofia and the Minister of Defense.

With these changes, the Technical University of Sofia will be able to train international students and PhD candidates in the specialty "Electrical Engineering, Electronics and Automation." For international undergraduate students who choose full-time study in this specialty, the fee is 4,730 euros, while for part-time study, it is 1,800 euros. The same amount will be paid to obtain a Master's degree. Additionally, at the proposal of the Technical University, tuition fees for international doctoral students in the fields of technical sciences, mathematics, informatics, and computer science are being updated.

Decisions regarding education and the distribution of budget funds for schools are relevant to all families in Burgas and the region.

Certain conditions will be maintained for those already studying at the "N. I. Vaptsarov" Naval Academy in Varna. Doctoral students in the technical sciences and security field admitted before the 2026/2027 academic year will continue to pay semester fees of 358 euros. Meanwhile, the tuition fee for part-time undergraduate studies in the specialty "Ship Electrical Systems" will be 880 euros.
