The two rounds of the presidential and vice-presidential election will cost about €3m, according to the budget of the Central Election Commission (CEC). Commission spokeswoman Stoyanka Balova told Bulgarian National Television (BNT) on its "Day Starts" programme.
She said the money covers the information campaign, pay for district and polling-station commissions, their assistants and training.
The CEC has sent guidance to councils and district election commissions on when a voter can vote again if the machine did not record their vote. The reason is a mismatch between the machines' memory and the signed voter lists at several polling stations, including in Veliko Tarnovo, the Gabrovo area and the Vidin area.
Balova said a vote may go unrecorded if the card is pulled out before the beep or if the power cuts out. She advises voters to wait for the beep and not to take the card out early.
Asked about the transparent paper, Balova recommended folding the control receipt twice rather than once, so the candidate's number cannot be seen when it is stamped.
The ombudsman issued recommendations because some polling stations are hard to reach. Balova said mobile polling stations are available for people with disabilities, and councils are responsible for access to polling stations. The CEC has received no reports of a voter who could not get into a polling station and vote, she said.
In the first round on 25 October, 31 machines had problems, two of them abroad. All have been sent for repair, and the problems from that vote have been resolved, Balova said. Turnout was 22.98%.
