Changes at Lukoil: Evgeni Simeonov takes over from Rumen Spetsov

Government reshuffle in the control of Lukoil

The Council of Ministers has officially dismissed Rumen Spetsov from the position of special commercial manager under the Law on Administrative Regulation of Economic Activities Related to Oil and Petroleum Products. Evgeni Simeonov has been appointed in his place.

"The motives for the change are complex, but the arguments are categorical," stated Minister of Economy Alexander Pulev after the government meeting.

Who is Evgeni Simeonov?

• A long-term employee at the Ministry of Economy with over 10 years of experience.
• He began his career in 2016 as a junior specialist.
• Former chairman of the State Agency for Metrological and Technical Surveillance.

According to the government, Simeonov possesses the necessary expertise and integrity to ensure transparent control over the activities of the Lukoil group. The decision for the change was taken unanimously by the Security Council.

We remind you that Rumen Spetsov had held the post since November 2025.
