Reform of the Order for Payment Procedure

The Parliamentary Group of "Democratic Bulgaria" (DB) has submitted a draft for amendments to the Civil Procedure Code (CPC), aimed at optimizing the order for payment procedure. The main goal is to eliminate the archaic "dual regime" and introduce centralized electronic case distribution.

"The proposed changes remove unjustified fragmentation and align the judicial system with the development of electronic justice," the sponsors state.

Key highlights of the bill:

  • Digitalization: Full transition to the Unified Portal for Electronic Justice, eliminating the need for physical presence and paper copies.
  • Centralization: Removal of special rules for local jurisdiction that previously led to the overloading of certain courts, such as the Sofia District Court (SRS).
  • Balance of interests: Providing protection for debtors against unscrupulous enforcement, while maintaining speed for creditors.
  • Administrative efficiency: Reducing red tape in courts by standardizing the procedural regime.

For the period between July 2025 and May 2026, nearly 6,000 applications were filed under specific provisions of the CPC, which demonstrates the huge volume of work that can be optimized through the proposed digital reforms. The new changes will save resources for both magistrates and citizens.
