Bulgaria and Romania to establish a Black Sea Maritime Security Center

Bulgaria and Romania have officially presented to the EU member states their joint concept for establishing a Black Sea Maritime Security Center. The initiative was announced during the regular Foreign Affairs Council meeting in Luxembourg.

The project is a leading element of the first 'Security' pillar of the new EU Strategic Approach to the Black Sea region, adopted in 2025.

Location and Strategic Importance

The center will be located in both countries, with offices in Varna and Constanta. The goal is to strengthen the region's resilience in the face of the Black Sea's growing strategic importance.

• Funding: Minister Velislava Petrova emphasized the need to secure European funds.
• Cooperation: Upgrading through the integration of existing structures and capabilities is possible.

During the meeting, the foreign ministers also discussed:

• Russian aggression against Ukraine and diplomatic efforts to achieve peace.
• The situation in the Middle East and the memorandum for unblocking shipping in the Strait of Hormuz.
