Krasimira Doneva of Burgas District Court will take part in the election of Supreme Judicial Council (SJC) members from the judges' quota. The SJC said its judges' panel let her in.
The number of candidates for the 6 seats on the next judges' panel has reached 21.
How it began: Supreme court judges overturned the refusal to let a Burgas judge into the SJC election
In early October the panel turned her down, saying it could not say for sure that her papers were filed on time. Doneva had emailed them, but they never reached the SJC registry. Last week a five-judge panel of the Supreme Court of Cassation and the Supreme Administrative Court overturned that refusal.
The panel has now also let the decision take effect at once, under Article 60(1) of the Administrative Procedure Code, to protect a particularly important state and public interest. An appeal can go to the Supreme Administrative Court, through the judges' panel, within 3 days of notice of the decision.
The panel also drew up a list of approved candidates for the judges' seats, and Doneva is on it. The list is on the SJC website, in the section "Procedure for holding elections of members of the Supreme Judicial Council by judges".
The general questions for candidates from the judges' professional quota have also been published for Doneva. Five authors wrote them: the Association of Women Judges in Bulgaria, the Union of Judges in Bulgaria and the Association of Administration in the Judicial Bodies, plus judges Andrey Georgiev of Sofia District Court and Ognyan Maladzhikov of Tutrakan District Court.
Candidates will present their plans to the General Assembly of judges on 31 October. Voting is on 7 November.
