The Municipality of Pomorie informs the public that issue No. 80 of the "State Gazette," published on September 1, 2026, contains official announcements regarding two approved Detailed Spatial Plans – Parcel Plans (DSP-PP). The decisions were adopted by the Municipal Council – Pomorie via Protocol No. 53 from the session held on July 23, 2026. The legal basis for these acts includes the provisions of Art. 21, para. 1, items 8 and 11 and para. 2 of the Local Self-Government and Local Administration Act (LSGLAA), as well as Art. 129, para. 1 in conjunction with Art. 110, para. 1, item 5 of the Spatial Development Act (SDA). The purpose of the plans is to provide the necessary water transmission infrastructure to supply the investment project "Hotel complex with outdoor pools, underground parking, transformer substation, and WWTP," located in land plot (PI) with identifier 47651.7.130 according to the Cadastral Map and Property Register of the village of Medovo, Pomorie Municipality.

Decision No. 885 approves the route of a supply water pipeline, sourced from the water abstraction facility Borehole No. B-73, located in the "Medovo" mineral water deposit. The designed route passes through municipal public property, affecting parts of the following plots:

  • PI 47651.7.25 – agricultural territory with a permanent use type of "pasture," with a total area of 5.674 decares; within the plot, a restricted area of 0.039 decares is designated, with a route length of 30.00 meters.
  • PI 47651.7.127 – transport territory, designated for a local road, with a total area of 6.670 decares; the designated restricted area is 0.090 decares, with a route length of 69.50 meters.

The total parameters of this route include a length of 99.50 meters and a total restricted area within the affected plots of 0.129 decares. The graphical part of the project is an integral part of the aforementioned decision of the Municipal Council.

The second approval is set forth in Decision No. 886 and concerns the approval of a route for a supply water pipeline to the same facility – the hotel complex in the village of Medovo (PI 47651.7.130). The project involves affecting a part of PI 47651.7.127, which is transport territory with a permanent use type of "local road" (municipal public property with a total area of 6.670 decares). For the purposes of the supply pipeline, a restricted area of 0.266 decares is designated within the plot, with a route length of 205.97 meters. The graphical materials accompanying this project also constitute an integral part of the administrative act.

Pursuant to Art. 215, para. 4 of the SDA, interested parties have the right to appeal the adopted spatial plans. Appeals must be submitted through the Municipality of Pomorie to the Administrative Court – Burgas. The statutory deadline for filing an appeal is 30 days, starting from the date of publication of the announcements in the "State Gazette" (September 1, 2026).
