The Ministry of Electronic Governance (MEG) has published a hash code that will be printed on every ballot for the April 19 elections. The certified hash code is: 9E B8 B9 09 CB 02 59 80 2B C1 ED 66 D5 EF A0 76 A4 CA 9C 18 E6 C6 86 A5 9B DF 81 B2 13 73 30 10.
Experts from the Central Election Commission (CEC) performed the procedure of creating the hash code in a controlled environment in the MEG building. The code is printed when the machine starts and on each ballot and can be compared.
The Minister of Electronic Governance, Georgi Sharkov, explained that this is the guarantee that from the trusted build to the start of the machines, the code is the same. He denied the possibility of the machines being “tampered with”.
The Chairman of the CEC, Kamelia Neykova, pointed out that the hash code shows the certified version of the software. The SEC must print a system receipt and place it in a public place. In case of a mismatch of the hash codes, the REC and CEC must be notified.
