GERB-UDF parliamentary group member Temenuzhka Petkova commented at a press briefing on the party's concerns regarding the extraordinary audits commissioned by the National Assembly on July 2, 2026. The GERB-UDF parliamentary group supported the decision for inspections of institutions such as the Ministry of Finance, the Road Infrastructure Agency (API), the National Social Security Institute (NSSI), and the Ministry of Labor and Social Policy, because, according to Petkova, "we have nothing to worry about," but the motives behind the decision itself raise serious questions.

According to Petkova, the actions of the ruling majority constitute a gross violation of both the National Audit Office Act and applicable international standards. She emphasized that in the motives for the decision, the National Assembly effectively prejudges the auditors' work by directing them toward specific conclusions. A concrete example of this is item 7 of the guidelines, which requires the National Audit Office "to establish the existence of a systemic practice of delaying the recognition of expenses and liabilities pertaining to the respective budget year and transferring them to subsequent budget years."

The MP revealed information that, through verbal instructions from the Ministry of Finance, the Road Infrastructure Agency is currently preparing documents to transfer expenses from 2026 to 2025. "The goal is for the 2025 deficit to be increased at the expense of this scandalous deficit, which was adopted with the unconstitutional 2026 state budget act at 5.7%," she explained. According to Petkova, there is also evidence of pressure being applied to issue certificates with "archival" dates from 2025. She warned that such an act falls under a special provision of the Penal Code and expressed hope that the initiators would abandon such a scenario.

According to Temenuzhka Petkova, the entire campaign pursues three main goals:

  • discrediting the previous regular government;
  • creating the impression that Bulgaria is not ready for the Eurozone;
  • manipulating fiscal indicators through accounting and documentation schemes.
In conclusion, she predicted that by the end of the year, Rumen Radev's government would attempt to present a report in which the 5.7% deficit is narrowed to levels of 3.5% or 3.8%, presenting this as the result of "great reforms," when in reality it will be the result of these specific manipulations.
