Electric scooters and scooters in Bulgaria: what the law changed and what are the real results by the end of November 2025

Mandatory helmet and registration: violators of electric scooters and scooters are mainly young people, fines up to BGN 400. In just 19 days, over 500 official acts have been drawn up

Problem and statistics:
The entry of electric scooters and scooters as an alternative to urban transport has also led to a worrying trend – an increasing number of accidents on the roads. For the period January–November 2025 in Bulgaria, over 400 road accidents involving individual electric vehicles were registered. The data is alarming: 8 deaths, over 320 injured, most of whom are young.

What has changed: new rules, restrictions and fines
- Minimum age for driver: 16 years
- Mandatory safety helmet
- Mandatory "Civil Liability" insurance (fine BGN 250–400)
- Maximum speed: 25 km/h
- Prohibition of night driving
- Prohibition of movement on sidewalks, on streets with a limit of over 50 km/h and in pedestrian zones
- Prohibition of using a phone while driving
- Fine BGN 50 for riding without a helmet, with a phone, on sidewalks
- Fine BGN 100–150 for an unregistered vehicle
- The fine in case of recidivism: seizure of the vehicle.

What is the situation after the change:
Immediately after the introduction of the new measures, control noticeably intensifies. In just 19 days, over 500 official acts and tickets have been drawn up – 72% are for lack of a safety helmet and riding on sidewalks.
According to data from the traffic police Burgas, for the period November 7–25, 2025, over 170 acts were drawn up for violations with electric scooters in just a few specialized actions. Separately, the fines in this period are mainly for lack of a safety helmet, night riding and movement on sidewalks.​
