Burgas city council has agreed to pay 412,006 euros for classes with fewer pupils than the minimum required in the 2026/2027 school year. Councillors made the decision at their September 21 session, meeting number 42, following a report submitted to the council by mayor Dimitar Nikolov.

Councillors approved 54 stand-alone classes below the minimum size, with 671 children enrolled — 267 short of the required number. The money will be paid as extra funding on top of the regular budget.

The decision itself refers to 54 classes in 10 schools, but the breakdown in Annex 1, drawn up by the education and youth policy department, lists 16 schools. The figures are based on the 2026 funding standards for education services delegated by the state, adopted under government decision no. 497 of July 3, 2026.

The biggest share, 70,642 euros, goes to Vasil Levski primary school in Bulgarovo for five classes from first to seventh grade. Next comes Sveti Nikola vocational school for maritime studies with 67,368 euros, followed by Hristo Botev primary school in the village of Marinka with 66,924 euros for seven classes.

Ivan Vazov primary school in Banevo gets 44,616 euros, and Sv. Sv. Kiril i Metodiy primary school in Ravnets gets 35,321 euros. Sv. Kliment Ohridski secondary school in Rudnik will receive 34,738 euros. Hristo Botev secondary school in Cherno More gets 20,449 euros, Hristo Botev primary school in Vetren gets 18,590 euros, Petko Rosen secondary school gets 15,708 euros, and Dimcho Debelyanov and Dobri Chintulov secondary schools each get 13,248 euros. Mihail Lakatnik foreign language school will get 11,154 euros for one third-grade class of 10 children.

Four schools with under-sized classes will not get any money: Konstantin Petkanov secondary school, Penyo Penev vocational school for construction and geodesy, Aleksandar Georgiev Kodzhakafaliyata primary school, and Sv. Sv. Kiril i Metodiy primary school in Burgas. Some individual classes at schools that otherwise do get extra funding will also miss out — among them the 11th and 12th grade classes at Dimcho Debelyanov secondary school, each with 5 pupils, and a second-grade class of 4 children at Kodzhakafaliyata.

The largest sum for a single class, 24,167 euros, goes to a fifth-grade class at Ivan Vazov primary school in Banevo, where 5 children are enrolled against a required 13. Three ninth-grade classes at Sveti Nikola vocational school for maritime studies, each with 10 pupils, will get 22,456 euros apiece.
