Parliament's foreign policy committee has backed a deal under which the International Bank for Economic Cooperation (IBEC) will return Bulgaria's entire capital contribution of €15.1m. MPs voted 13 in favour, with none against and no abstentions. The government submitted the bill. Gergana Beremska, head of the international financial institutions directorate at the finance ministry, presented it to MPs. She said the bank will pay back the full sum over 20 years, in annual instalments that rise each year.
The deal settles all mutual claims and obligations between IBEC and the Bulgarian government for good, following Bulgaria's exit from the bank. Beremska said parliament ended the membership by law on 17 August 2023. The same law cancelled the agreements that founded the International Investment Bank and set out IBEC's organisation and work.
According to the bill's explanatory notes, the finance minister signed the document for the government in Sofia on 28 April 2026, on condition that parliament ratifies it afterwards. IBEC's management board chairman and one of its members signed for the bank in Moscow on 20 May 2026.
