New rules for the prices of basic food products

The Ministry of Economy, Investment and Industry has published for public consultation a long-awaited draft methodology that aims to set clear standards for determining the "fair value" of basic food goods. The main idea is to create a mechanism that serves as a guide for consumers without imposing administrative control over prices.

The methodology does not violate the principles of a free market economy, but aims for greater transparency and predictability for the end customer.

How will the fair price be calculated?

According to the draft, the value will be determined by combining two key factors:

  • Local cost price: includes operating expenses and allowable technological losses.
  • European price parity: a comparison with price levels in other EU member states.

The model also includes an analysis of wholesale prices and a target operating margin based on objective statistical data.

Who is affected by the new regulation?

The requirements will apply to large retailers that meet certain turnover criteria. The scope of the products will be strictly defined by an order from the Minister, focusing on essential goods.

This step comes in addition to the national initiative "Basket with Care," in which over 10 large retail chains are already offering discounts of at least 15% on selected products, with the aim of curbing inflation and supporting Bulgarian producers.
