The Municipality of Pomorie is installing video surveillance cameras at waste collection points to impose fines of up to BGN 4,000.

With a threat of fines up to 4,000 leva: Pomorie reinforces waste control with new cameras

Pomorie, Bulgaria – In an effort to combat the problem of illegal waste disposal and improve its overall waste management system, the Municipality of Pomorie has taken decisive action. The city is now equipped with a new 24-hour video surveillance system covering all major separate waste collection points. The initiative, which is part of a larger European project, is already yielding results, with several violation notices issued in less than a week.

The installation of the cameras is a key component of the project "A holistic approach to waste management in the transition to a circular economy", which is co-financed by the European Union's LIFE programme. The purpose of this move is to establish more effective public control and to create a deterrent effect against offenders. The municipality informs that the cameras have been installed at all 13 main separate collection points in the “Svoboda” quarter.

According to the official announcement, the video surveillance system has several main objectives. First and foremost, it should provide greater control over proper waste disposal. Additionally, it is expected to reduce cases of illegal disposal of household and construction waste, which often creates serious environmental and aesthetic problems for the city. The cameras will facilitate the process of identifying violations and allow for the timely imposition of administrative measures, thereby increasing the effectiveness of maintaining cleanliness and order around the containers.

The installation of the cameras is part of a broader and consistent strategy for sustainable waste management and the promotion of responsible behavior towards the environment. The authorities remind citizens that separate collection is of key importance for protecting nature and reducing pollution.

Strict penalties are provided for offenders who do not comply with the rules. In accordance with Article 5, item 3 of Regulation №2 for the maintenance and preservation of public order and Article 9 of Regulation №9 of the Municipal Council – Pomorie, it is forbidden to dispose of waste outside the designated places. Fines for individuals range from 50 to 1,000 leva, while for legal entities the penalties can reach an impressive 4,000 leva, according to the Waste Management Act.

The effect of the new measure was not delayed. Since the cameras were installed, in less than a week, six notices for establishing administrative violations have been drawn up, and the perpetrators have been fined accordingly. This shows that the municipal authorities are seriously committed to enforcing the new rules and that the control system is already functioning.

To facilitate citizens in responsible waste management, the Municipality of Pomorie also has a municipal site where residents can hand over specific types of household waste free of charge. It accepts used batteries, accumulators, old electrical and electronic equipment, as well as bulky and hazardous waste. Even construction materials from households up to 1 cubic meter per year per person or household can be handed over at this site, in accordance with Article 33a, paragraph 2, item 2 of Regulation №9 on waste management activities.
