Starting today, October 1, 2026, inspectors at Bulgaria's regional health inspectorates are using an upgraded National Health Control System. It covers more than 1,800 inspectors in all 28 regions and gives them faster access to data, including on mobile devices, plus the ability to pull up results from earlier checks.

People can also search public registers of public-use facilities more easily, now that they're sorted by region.

Information Services JSC built the upgrade together with the health ministry and staff at the regional health inspectorates. It forms Activity 1 of Phase 5 in the upgrade of the National Health Information System (NHIS).

During an inspection, the inspector can see what was found before, what orders were issued and what action was taken, with findings and documents kept together with the inspection history. Results entered on the spot are visible to authorized colleagues at the regional inspectorate, so the same data doesn't have to be entered twice.

Facilities in the same category are checked against the same set criteria. Electronic checklists guide the inspector through questions based on the type of facility or product, marking which rules apply and whether they're met. The checklist results stay attached to each inspection, so problems can be tracked over time.

The system pulls data automatically from NHIS registers to cut the risk of mismatched or duplicate entries. Inspectors use register data during checks, while the results of those checks are stored separately and can be tracked.

Staff log in with two-factor authentication, each user has rights based on their role, and the system keeps a detailed log of actions and data changes.

NHIS now sends data automatically. This has widened the scope of inspections, which now cover pharmacies, outpatient clinics, hospices, occupational health services, disinfection and pest control firms, and makers of bottled water and natural mineral, spring and table water.

The system holds data on more than 200,000 public-use facilities, split into over 700 categories, plus information on 39,000 medical facilities. Together with the change history, these records add up to more than 1.5 million entries.

More than 600,000 inspections have been carried over from the old health control system, adding up to more than 2.8 million entries including their history.
