In order to mitigate the risk of serious road accidents and improve traffic safety, the government has officially adopted a joint Action Plan comprising 31 specific measures. The main change is the establishment of a Unified Control Authority, with the Ministry of Interior fully assuming control functions on the roads. These powers also encompass activities previously carried out by entities such as BG TOLL and the Executive Agency "Automobile Administration".

Minister of Interior Ivan Demerdzhiev emphasized that the goal of the reform is optimization rather than the expansion of the state administration. According to him, joint operations between various institutions have so far been difficult and infrequent due to discrepancies in their capacities. "We are consolidating control within the Ministry of Interior and deploying enough teams to conduct comprehensive inspections. We believe this will improve efficiency," he stated at a briefing. Supporting the effectiveness of the new structure, Minister of Transport and Communications Georgi Peev clarified that transferring control to the Ministry of Interior will allow for a staff reduction of approximately 30 percent, which will not only avoid burdening the budget but will actually lead to cost savings.

The technical implementation of the plan involves the full utilization of toll cameras, with information from them being transmitted directly to the tablets of police teams. This enables the preventive identification and removal from traffic of drivers with a risk profile, regardless of whether they are operating passenger vehicles or trucks. Ivan Demerdzhiev added that amendments to the Road Traffic Act are being prepared to implement electronic evidence records. The system will operate automatically – upon detecting a violation, information will be generated without human intervention, which will allow for the rapid issuance of electronic tickets, including to foreign drivers, through a swift upgrade of the connectivity between the Road Infrastructure Agency and the Ministry of Interior systems.

Minister Demerdzhiev commented on the necessity of the reorganization by stating that there are "many agencies and sub-agencies" in the country, whose existence has often been for the purpose of providing employment. According to him, concentrating control within the Ministry of Interior will ensure better monitoring and higher-quality collection of fines. "We are seeking efficiency, and efficiency exists where structures actually work. Even if one human life is saved, it matters," concluded the Interior Minister, emphasizing that the changes will bring greater road safety.
