Radical changes in the expenditures of budgetary organizations

With the adoption at the second reading of the texts of the 2026 State Budget Act, Members of Parliament have introduced a series of restrictions for budgetary structures. The main objective is the optimization of public finances by limiting expenditures for non-official events.

The planning and expenditure of funds for festive, recreational, and sports events, including Christmas and New Year's celebrations, are suspended.

End of seminars outside administrative buildings

The new rules impose:

  • Conducting work meetings and training sessions exclusively within administrative buildings.
  • Transitioning to a digital environment (online) for all internal and interdepartmental meetings.
  • Exceptions are provided only for international events, projects with external funding, and training provided by public institutions.

Restrictions on remuneration

Lawmakers have decided to suspend the payment of additional performance-based remuneration for:

  • Sole state bodies and their deputies.
  • Chairpersons and members of collegiate bodies.
  • Heads of political cabinets.

Furthermore, employees will not receive bonuses for participation in committees, working groups, or councils when this is part of their official duties, unless expressly provided for by an act of the National Assembly.
