Parliament's foreign affairs committee has backed a bill to ratify the convention on the Bureau of the European Civil Aviation Conference (ECAC). The government sent the bill to parliament. It passed with 14 votes in favour, one against and no abstentions.

The committee put off until next week its hearing with foreign minister Velislava Petrova. She is attending a meeting of the Consultative Council for National Security at the president's office. The meeting is on "Current risks and threats to maritime security and critical infrastructure in Bulgaria in the context of the war in Ukraine".

The convention was drawn up in Bern on 30 August 2025. Anelia Marinova, director of the Civil Aviation Administration directorate at the Ministry of Transport and Communications, presented it to MPs.

ECAC is a pan-European intergovernmental organisation founded in 1955. It has 44 member states from the European continent. It works to align the civil aviation policies and practices of its members and is the main forum for European governments to cooperate on air transport. Member states have paid its running costs through annual fees since it was founded, and Bulgaria pays its share every year.

Marinova said ratifying the convention would strengthen Bulgaria's long-standing ties with ECAC and help them grow. She said Bulgaria would also get higher civil aviation standards that meet international requirements.

Earlier at the same meeting, the committee also approved ratifying an agreement between the International Bank for Economic Co-operation and the Bulgarian government.
