Car owners will not have to pay a product fee when they register a vehicle if parliament passes changes to the Waste Management Act put forward by Bozhidar Bozhanov. Parliament's environment and water committee will vote on the text today in the second reading.
The bill passed its first reading in the plenary hall.
The fee waiver is planned because dismantled cars can bring in money from the sale of parts and materials.
The changes also remove administrative obstacles for new waste recovery organisations. The aim is to let more firms enter the sector and make the organisations compete harder.
The bill gives the National Revenue Agency (NAP) more powers to check. The agency will track how recovery organisations spend their fees, charges and bank guarantees. The Customs Agency will check imports of products.
The Ministry of Environment and Water will keep control over whether environmental targets are met and whether environmental protection rules are followed.
