Tourism Commission Adopts Amendments to the SPAA: Status of Chengene Skele, Camping, and Construction

The Parliamentary Tourism Committee adopted on first reading amendments to the Law on the Development of the Black Sea Coast (LDBC). The amendments were introduced by Galya Vasileva and a group of Members of Parliament.

Main highlights of the amendments:

• Chengene Skele: Regulating the status of the fishing village, which is a popular tourist destination. The aim is to ensure a balance between stakeholders in the tourism business and to preserve the authentic appearance of the village.
• Construction: Expanding the scope of construction, with the possibility of building structures serving specialized port facilities.
• Free camping: It is proposed that the provisions for free camping come into force from this summer season.

Details of the amendments:

The amendments are related to the status of the fishing village "Chengene Skele", the expansion of the scope of construction and the regulation on free camping.

The bill includes a provision according to which constructions in the settlement area "Fishing Village", built before the entry into force of the law without construction permits, are considered acceptable under certain conditions.

It is also envisaged that in zone "A" the construction of structures serving specialized port facilities will be allowed.

The provisions for free camping are proposed to come into force from January 1, 2026, in order to be applicable for this summer season.
