Parliament will vote on second reading on changes to the Insurance Code. Under them, the Financial Supervision Commission (FSC) will be able to decide on its own how to cover a shortfall in the funds of the Guarantee Fund. This is set out in parliament's agenda.

Until now, the FSC could decide this only on a proposal from the Guarantee Fund's management board. Progressive Bulgaria put the changes forward, and MPs passed them on first reading on 23 September.

The authors say this will allow a faster response when extra funding is needed.

The second change covers cases where an insurer has lost its licence. The Guarantee Fund, through the Security Fund, will pay that insurer's obligations in place of the National Bureau of Bulgarian Motor Insurers. These include compensation, interest, claim settlement costs and processing fees.

This means the Bureau will not have to pay out money up front and then try to get it back.

MPs will also discuss a draft decision to approve an updated investment cost for "Acquisition of surface-to-air missile systems". The Council of Ministers proposes buying 5 new systems.

The agenda also includes a second reading of changes to the Law on Weapons, Ammunition, Explosives and Pyrotechnic Articles, and a first reading of changes to the Law on Technical Requirements for Products. The Council of Ministers submitted both bills.
