National Construction Control Directorate on Elenite: No demolition, removal of corrections on the Kozluka River

Demolition of buildings in the „Elenite“ resort complex is not foreseen, but rather the removal of the correction and the covering over the Kozluka River. This was stated, quite expectedly, by the head of the National Construction Control Directorate (DNCSD), Eng. Lily Petrova, regarding the order issued yesterday by the directorate.

According to Eng. Lily, the removal can only begin after a structural assessment of each object located on the river's path. This assessment will determine whether and which structures would be affected.

Petrova explained that parts of the „Negresco“ hotel – the swimming pool, as well as the aquapark and the amphitheater – fall on the river's covering. The residential buildings in the complex do not fall on the collector and there are no indications that they will be affected.

The head of the DNCSD emphasized that the perpetrator (!!!) of the illegal construction has not been identified at the moment. Therefore, the order was issued against an unknown perpetrator. If this remains the case, the removal of the facility will be carried out by the state and at its expense.

Eng. Lily will certainly never find out who the perpetrator is. Unless she is ordered to find out. But, to begin with, why doesn't the DNCSD, under the competent leadership of Eng. Lily, take a look at the construction documents of the objects? To see who is the principal and who is the contractor. And to question them. Maybe they will talk. And another thing: Eng. Lily is mistaken if she thinks she will demolish what criminals have built at the expense of the people.

Regarding the possibility of the residential part of „Negresco“ being preserved, Petrova stated that such an option is not excluded if the structural opinion shows that the river can be bridged under the existing object. (Who will pay, Eng. Lily?!)

The order has not yet come into force and possible appeals are expected. (Well, since the perpetrators are unknown, who will appeal then?) No removal activities can be undertaken until a final decision is made.

Regarding the risk of new heavy rainfall, Petrova commented that the situation from the last flood was the result of a combination of factors, including large amounts of waste that blocked the flow. According to her, such an obstacle should not be repeated at the moment, but without the collector being removed, the river remained in a limited(?) state.
