Burgas has banned building work in its resort, central and some residential districts in 2027. The city council voted for the ban at its meeting on 27 October. It applies at different times between 15 April and 15 September.

Deputy mayor for construction, investment and regional development Chanka Koralska, an engineer, put forward the proposal. It rests on Article 15, paragraph 2 of the Black Sea Coast Development Act, which lets the municipality set the periods and areas for such bans. The decision covers five groups of areas, each with its own period.

In the resort and coastal parts of the city, no building will be allowed from Thursday, 15 April, to Monday, 6 September. The ban covers the Sarafovo district, including parts of its land in Zone A and Zone B under the Act, and the resort zone in the Agala area. It also applies to the Kraimorie district and its land in Zone A and Zone B, the Sea Garden, Ezero park, and the East Zone between Atanasovska Kosa beach and Lake Atanasovsko.

In the centre, the ban has two periods: from 15 April to Tuesday, 25 May, and from Monday, 28 June, to Sunday, 29 August. Both apply to the central part of the city between San Stefano Boulevard, Democracy Boulevard, Agop Melkonyan Street, Knyaz Alexander Battenberg Street, Tsaritsa Yoana Square, Ivan Vazov Boulevard and William Gladstone Street. The same goes for the Vazrazhdane estate between William Gladstone Street, San Stefano Boulevard, Maria Luisa Boulevard and Ivan Vazov Boulevard, and for the Bratya Miladinovi and Lazur estates.

In the Slaveykov, Izgrev and Zornitsa estates and in the Madika and Horizont districts, building stops only from 15 April to 25 May.

The longest ban, from 15 April to Wednesday, 15 September, covers the zone between Tsaritsa Yoana Square, Knyaz Alexander Battenberg Street and Bulair Boulevard.

Under Article 15, paragraph 4 of the Act, only urgent emergency repairs and ground-protection measures and work are allowed in the areas listed in points I, 1 and 2 of the decision. In the resort and coastal areas, work does not stop on linear technical infrastructure, on projects of national and regional importance, or on projects under operational programmes. This applies only to those areas. The projects are paid for with EU funds and with money from the budgets of Burgas council and the state.

As the law requires, the decision will be published on the official website of Burgas council.
