The 52nd National Assembly passed only 28 out of 163 submitted bills

During their first session, deputies passed only "28" out of a total of "163" bills submitted for a vote in the plenary hall. Of these, "114" were submitted personally by the people's representatives, according to a report by the "Legislative Activity and Parliamentary Control" directorate of the 52nd National Assembly.

In the period from April 30 to July 31, "39" plenary sessions were held. During these three months, in addition to the bills, "137" draft resolutions were submitted to parliament, of which "98" were by deputies, as well as "2" draft addresses and declarations.

The first three months of the new parliamentary composition will go down in history mainly for the adoption of the state budget with a deficit of "5.7%", as well as the approval of the budgets of the National Health Insurance Fund and the State Social Insurance for 2026.

From April 30 until the beginning of the summer recess, deputies voted on the Anti-Corruption Act for persons occupying public positions, as well as amendments to the Electoral Code, the Judiciary Act, the Penal Procedure Code, the Government Debt Act, the Protection of Competition Act, as well as an amendment to the Consumer Protection Act.

On May 8, the parliament approved the government of Rumen Radev, and in the following weeks, appointments were made for the heads of the services, as well as a deputy governor of the National Health Insurance Fund (NHIF). Anton Genchev was re-elected to head the State Intelligence Agency (SIA), and the leadership of the State Agency for National Security (SANS) was again entrusted to Plamen Tonchev. Former caretaker Health Minister Asen Medzhidiev was elected as deputy governor of the NHIF.

During its first session, the parliament tasked the National Audit Office to conduct a compliance audit on the financial management of the Road Infrastructure Agency, as well as an audit of public finances in the Ministry of Finance for the period from January 1, 2020, to May 31, 2026, and also on social payments from the budget of the Ministry of Labor and Social Policy and the budget of the State Social Insurance at the National Social Security Institute for the period from January 1, 2020, to June 30, 2026.

Shortly before going on summer vacation until August 23, the deputies also scheduled the presidential elections for October 25. The National Assembly also launched the long-awaited procedure for the election of the parliamentary quota in the Supreme Judicial Council.

765 questions during parliamentary control

Parliamentary control was conducted in "10" out of a total of "39" sessions of parliament, with a total of "765" questions asked, as well as "10" inquiries. Of the questions, "602" were for written response and "163" for oral. So far, "546" questions have been answered, and another "64" have been withdrawn. There were "10" inquiries with oral responses, with "6" of them being answered during the session.

The deputies spent nearly "38" hours performing their oversight function. Hearings were held in four sessions, and blitz control in two. During the blitz control, the people's representatives asked the Prime Minister and his deputy prime ministers "21" questions.
