Portugal can help Ukraine rebuild its power system and produce weapons together with it, Ukrainian President Volodymyr Zelensky said after meeting Portuguese President António José Seguro in Madrid.
Russia is attacking Ukraine's energy sites with missiles and drones almost non-stop.
"We are counting a lot on new steps to support us," Zelensky said after the talks.
Ukraine and Portugal already have agreements to work together on defence industry. In December 2025, the two countries signed a joint declaration on a partnership to build naval drones.
At the meeting, Zelensky gave new figures on the Russian strike on a school in the village of Komyshuvakha, in Zaporizhzhia region. He said the death toll has risen to 43, from 42 on the morning of 5 November. He offered condolences to the families of the dead.
"Dozens more people may be under the rubble. One person thought to be missing was found alive today," the Ukrainian president said.
Russian forces hit the school with a series of air strikes on 2 November, while aid was being handed out there to local residents. After the first strike, they hit the building again, along with the shelter where people were sitting, including some who were trying to help the victims.
Rescuers are clearing the rubble for a fourth day.
