Burgas councillors have voted to halt building and assembly work from 15 April to 25 May in all zones listed in a report to the council, and in the Horizont and Madika complexes. In some areas the ban lasts longer.

The report also lists the Slaveykov, Izgrev and Zornitsa neighbourhoods.

The first proposal was to ban work in all areas from 15 April to 6 September 2027. After changes, the dates now differ by area.

In resort and coastal zones, the ban runs from 15 April to 6 September 2027. It covers the districts of Sarafovo and Kraymorie and their land in Zone A and Zone B under the Black Sea Coast Development Act.

It also covers the resort zone in the Agala area, Primorski Park, Ezero park and the East Zone between Atanasovska Kosa beach and Lake Atanasovsko.

In the block between Tsaritsa Yoana Square, Bulair Street and Knyaz Alexander Battenberg Street, no building is allowed from 15 April to 15 September.

From 28 June to 29 August, work stops in the city centre, bounded by San Stefano Boulevard, Demokratsiya Boulevard, Agop Melkonyan Street, Knyaz Alexander Battenberg Street, Tsaritsa Yoana Square, Ivan Vazov Boulevard and William Gladstone Street, apart from the block named above. The same dates apply to the Vazrazhdane neighbourhood between William Gladstone Street, San Stefano Boulevard, Maria Luisa Boulevard and Ivan Vazov Boulevard, and to Bratya Miladinovi and Lazur.

In the banned zones and dates, only urgent emergency repairs and geo-protection work are allowed.

The ban does not cover linear technical infrastructure projects, projects of national or regional importance, or projects under operational programmes with EU funding. Projects paid for from the budget of Burgas municipality or the state are also exempt.

The text of the decision also mentions 11 to 15 May 2027, without saying what the dates are for.
