New Insolvency Register for Individuals Launched

As of August 3, the Registry Agency has introduced a fully automated register for the implementation of the personal bankruptcy law.

From today, the personal bankruptcy law can be applied in practice, following the launch of the new electronic register serving insolvency procedures for citizens.

On August 3, 2026, the Registry Agency officially commissioned the Insolvency Register for Individuals – the institution's first fully automated register.

With this, Bulgaria takes an important step in implementing the Law on Insolvency of Individuals, more widely known as the personal bankruptcy law. The new register guarantees the publicity and transparency of insolvency proceedings through a single electronic file for each debtor, providing citizens, institutions, and trustees with fast and secure access to the services provided for in the law.

"The register has been developed as a fully automated information system without the involvement of an official from the agency. This means that after the receipt of acts and circumstances according to the procedure provided for in the law, they are entered and announced automatically by the information system. Since bona fide debtors have the opportunity only once in their lifetime to declare personal bankruptcy, it was important for us to make this process as smooth, easy, and seamless as possible for both citizens and institutions," explained the Executive Director of the Registry Agency, Eliana Ilieva.

According to the Law on Insolvency of Individuals, insolvency proceedings can only begin at the request of a bona fide insolvent debtor – an individual who has not previously filed a request to open such proceedings that resulted in a final court decision, rather than a refusal, termination, or return of the application.

The register is now accessible through the Registry Agency's Unified Portal for Electronic Administrative Services (EPEEU). Through it, the following administrative services can be requested, for which state fees in the range of 5.62 to 10.23 euros are due:

  • registration and announcement of acts and circumstances (by trustees in the exercise of their legal powers)
  • issuance of certificates for registered circumstances and acts
  • conducting written inquiries
  • issuance of certified copies of applications and attachments

Citizens and institutions can freely perform public inquiries in the register, as well as request administrative services. All services, with the exception of the registration and announcement of acts and circumstances, can be requested both electronically and on paper at the offices of the Registry Agency. For electronic services, authentication with available means of electronic identification is required.

The development of the information system started at the end of 2025 as part of Bulgaria's commitments under the Recovery and Resilience Plan. The investment in the construction and commissioning of the register amounts to 560,952 BGN (286,807.65 euros). With its launch, the Registry Agency marks the beginning of a new stage in the development of its electronic registers, based on automation, transparency, and more accessible administrative services.

Абе, хора, вие го чухте ли? Щом са пуснали този нов регистър за несъстоятелност – все едно нещо се прави! Честно казано, добре е, че най-накрая имаме такъв инструмент. Иначе как иначе ще се оправят хората, които са затънали с кредити?

Евала на Агенцията по вписванията! Накрая нещо свястно! Браво, хора, че го направихте! Сериозно, това е огромна стъпка за всички затънали с кредити - да имаш шанс да се изправиш на крака и да си оправиш живота. Иначе как иначе? Да стоиш под куп драми и лихви... не става

Оооо, crazy_angel, прав си! Абсолютно прав! И ultra_wolf също! Наистина нещо хубаво се случва в тая държава, макар и бавно, ама пък важното е да тръгне! Аз лично съм изключително развълнуван от този Регистър по несъстоятелност. Сериозно! Мислете си колко хора ще могат да си поемат дъх благодарение на това нещо. Хора, които са затънали до уши в дългове, без никакъв изход... сега поне имат шанс да започнат отначало

Абе, хара, да видим дали наистина ще е полезно нещо тоя регистър. Да не се окаже като другите "революции" дето ги правим на година... автоматизиран значи, ама кой го гледа как работи след седмица? Важното е да няма много бюрокрация и да е лесно за
