Starting July 1, 2025, the application procedure for targeted heating assistance for the upcoming winter season officially begins. Citizens have the opportunity to submit their declarations through multiple alternative channels - directly at Social Assistance Directorates, by mail, electronically with a qualified signature, or according to the Electronic Governance Act.
Detailed information about the contacts of territorial structures can be found on the official electronic portal of the Social Assistance Agency. Forms are available both in social services and for download from the institution's website.
Financial support will cover a period of five consecutive months - from November 1, 2025, to the end of March 2026. Households with a monthly income that does not exceed the specially defined differential heating threshold are eligible for assistance.
To be admitted to the program, unemployed persons of working age must meet several mandatory conditions. They must be registered at labor bureaus for at least three months before submitting documents and must not have refused offered work or professional training opportunities.
Candidates are subject to strict eligibility criteria. Key requirements include: owning only one dwelling, no commercial activity as sole traders, and no significant financial assets above the poverty threshold.
The application review procedure includes a social survey conducted by a specialized worker within 20 days. The director of the respective directorate issues an official order for granting or refusing assistance within a seven-day period.
Financial support will be provided differentially - in cash or directly to a provider, depending on the chosen heating method. For heat energy, electricity, and gas, funds are transferred directly to the applicant.
The final amount of targeted assistance will be determined by an order of the Minister of Labor and Social Policy, after the Energy and Water Regulation Commission approves the final household consumption prices.
An important condition is that candidates must not have made real estate transactions valued over 4,593.60 leva in the past two years. This provision aims to prevent potential abuses of the social program.
