Russia hit Ukraine's energy system overnight into Wednesday, 14 October, with 39 missiles and 128 drones, the Air Force said. President Volodymyr Zelensky said at least three people were killed in Kyiv, 21 were wounded, and at least 600,000 people are without power.

Kyiv

A Russian ballistic missile hit a nine-storey apartment block in Kyiv's Desnianskyi district, Mayor Vitali Klitschko said. The State Emergency Service (DSNS) says at least three people died and 21 were hurt, including one child.

The fire in the building covered 400 sq m and has been put out, the DSNS said. Rescuers brought out 16 residents, and crews are still clearing the rubble. Klitschko said fires broke out in flats from the first to the eighth floor, and people on the upper floors were evacuated. Early reports say 16 of the injured are in hospital, four of them in serious condition.

Fires and damage to civilian buildings were reported in five districts: Desnianskyi, Dniprovskyi, Darnytskyi, Shevchenkivskyi and Holosiivskyi. Several energy sites were also hit, Klitschko said. The power company DTEK reported emergency outages in the Darnytskyi, Dniprovskyi, Pecherskyi and Solomianskyi districts and in part of Holosiivskyi. Scheduled outage timetables do not apply there for now.

Ternopil

A jet-powered drone hit an administrative building in Ternopil at 23:44, regional military administration head Taras Pastukh said on Telegram. Jet-powered drones attacked the region.

Officials are still checking whether anyone was hurt. Pastukh asked people not to share photos, video or information about where the drone landed.

Kharkiv

Kharkiv and its region were also among the targets, Prime Minister Serhiy Koretskyi said. He said the missiles were aimed at energy sites.

Energy and power

Zelensky said the main target was energy sites in Kyiv, the Kyiv region and Kharkiv. He said at least 600,000 people are without power and outages could grow. Twenty-six parts of the power system and four oil and gas sites were damaged.

Prime Minister Koretskyi said all three of the capital's thermal power plants were hit. Russian missiles also struck key sites in the Kyiv region that supply power to the capital and central regions.

Zelensky noted that the US president had set a ceasefire specifically for energy. He asked Donald Trump to impose tough sanctions on Russia and pointed to the law by Lindsey Graham, recently passed and signed, which he said allows them.

Missiles and drones

The Air Force counted 167 air attack weapons: 39 ballistic missiles and 128 drones, 77 of them jet-powered. The missiles were launched from the Kursk, Bryansk, Voronezh and Rostov regions of Russia. The drones came from Millerovo, Oryol, occupied Donetsk, Crimea and the Sea of Azov.

Early data as of 09:00 show air defences shot down or jammed 119 targets: 4 ballistic missiles and 115 drones, or 90% of the attack drones. Missiles and drones hit 22 locations, and debris from downed targets fell on 8. Some of the missiles did not reach their targets.

Air Force spokesman Yurii Ihnat said Russia used a mix of S-400, Zircon, Kalibr and Kh-101 missiles. Parts found in the debris of Russian missiles were made only two to three weeks before the strike, including parts from US and European makers. "The enemy uses what it can, what it has, what is made," Ihnat said.

Russia has waged a full-scale war on Ukraine since February 2022.
