News from "Dondukov": PM Zhelyazkov on Ambassadors, the Ministry of Interior, and the Water Crisis

Sofia. Prime Minister Rosen Zhelyazkov made key statements on pressing issues that are at the center of public and political life, including appointments at the top of the state administration and tackling crises such as the one with water in Pleven. The Prime Minister's statements came in response to journalists' questions regarding the state of relations between the institutions at "Dondukov" 1 (the Council of Ministers) and "Dondukov" 2 (the Presidency).

Resolving the Institutional Stagnation

Zhelyazkov revealed that the government and the presidential institution have reached an agreement on important personnel issues, which may lead to a decrease in tension between the two powers. The procedure for appointing ambassadors, which had been under discussion for a long time, has finally entered its final phase. The Prime Minister stressed that this process is "dynamic over time" and is extremely important for the country's foreign policy. In order to ensure "synchronization of views" between the head of state and the Council of Ministers, prior consultation is necessary.

"We have long since sent the names to the presidential institution," Zhelyazkov announced, adding that it is "encouraging" that the president has approved these proposals. As a result, the next day the government will officially propose them to the head of state with a decision of the Council of Ministers. Among the key proposals is the name of the future Ambassador of Bulgaria to the United States of America, which will be announced publicly.

Appointments in Internal Affairs and Security

Regarding internal security, Zhelyazkov announced that Miroslav Rashkov will be proposed for permanent chief secretary of the Ministry of Interior. He is currently performing the functions of the post on a temporary basis, and the proposal is motivated by Rashkov's "work, political neutrality," as well as "his potential to lead the structures in the Ministry of Interior, staying away from political bickering".

Despite the progress, the Prime Minister emphasized that a decision is still awaited from the president on another key appointment – that of the chairman of DANS. This position remains an important part of the state apparatus, whose filling is essential for coordination between the government and the security services.

Water Crisis and a "Yellow Card" for the Regional Governor

The Prime Minister did not overlook the serious water crisis that is escalating in Pleven and causing increasing public discontent. According to Zhelyazkov, the main reasons for the situation are "the lack of an ambitious mayor" over the years and "a serious attitude towards the water problems". He pointed out that water losses in some settlements reach over 80%, which drastically reduces the flow, pressure, and overall quality of the service.

To deal with the crisis, the government will take a series of urgent measures. The next day at the Council of Ministers, the Ministers of Regional Development, Environment and Waters, as well as Agriculture and Food, will present reports on the issue. "Improved coordination between local and central government" will be sought, and for this purpose, experts from Sofia will be seconded, whose task is to assist in the fulfillment of the commitments.

The Prime Minister also issued a strict warning to the regional governor, giving him a "very clear two-week deadline for such coordination". Otherwise, there will be "personnel changes". Zhelyazkov likened this warning to a "yellow card for the regional governor," emphasizing that the government cannot directly interfere with local authorities. Meanwhile, in Pleven, tension among citizens affected by the lack of water is visibly increasing, and people are forced to endure serious inconveniences, awaiting fast and effective solutions.

New Regulations for Water Attractions

In response to a question about the management of water attractions, the Prime Minister commented that work is underway to introduce strict measures. A ban on operating a jet ski for individuals without the relevant certificate is planned, as well as for individuals under the age of 18. Zhelyazkov stressed that "we will seek serious regulation that is sustainable over time". However, he expressed regret that in many cases such measures are introduced only "after a tragic incident," because "one cannot assume where danger lurks". According to him, this is a matter of both regulations and "self-discipline and organization".
