The Council of Ministers has adopted the Program for compensating electricity costs for non-household end customers and for electricity transmission and distribution system operators for the period from 1 September 2026 to 30 June 2027, aimed at counteracting electricity price fluctuations in Southeast Europe.
The total indicative budget for this 10-month period is up to 140 million euros. The funds will be distributed via a lump-sum payment upon the conclusion of the program. The process will continue until the allocated budget is exhausted or until the available funds in the "Electricity System Security" Fund are depleted — whichever occurs first.
The calculation of the amounts will be based on the difference between the base value of 122.71 EUR/MWh excluding VAT and the average price of the "Day-ahead" base segment on the Bulgarian Independent Energy Exchange for the period from 1 September 2026 to 30 June 2027. Compensation is capped at a maximum of 80 percent of this difference, and the Council of Ministers will determine the specific percentage at the end of the period, taking into account the resources available in the "Electricity System Security" Fund.
The support covers not only end users but also electricity transmission and distribution system operators regarding the costs of purchasing electricity required for technological needs. By compensating these costs, the aim is to prevent an increase in network service tariffs, which would affect all end customers, including households.
This decision will affect the stability of electricity prices for businesses and households in Burgas and the region.
Customers will receive the respective assistance through their supply contracts — via electricity traders, suppliers of last resort, producers who sell electricity directly to non-household end customers, as well as through the organized electricity market operator. Non-household end customers who are already covered by other Council of Ministers programs during an overlapping period will not receive support under this new mechanism.
