Ombudsman: Heating assistance is not a budgetary tool

Ombudsman Velislava Delcheva has issued a strong statement against the Ministry of Labour and Social Policy's proposal to pay out targeted heating assistance in two installments. According to the institution, this decision is dictated by budgetary rather than social considerations.

Social assistance should be based on respect for human dignity and trust in citizens.

Why is the installment plan dangerous?

  • Advance purchase of fuel: Most households relying on wood and coal buy them in a single batch at the beginning of the season.
  • Additional costs: Buying fuel in small portions is often more expensive and complicates logistics.
  • Risk of indebtedness: Splitting the amount may force people to take out loans to ensure warmth during the winter.

Velislava Delcheva proposes a compromise option: the right to choose. Citizens should decide for themselves whether to receive their money in a lump sum or in parts when they submit their application.
