The Burgas city council has approved the annual report on the town's 2025 budget, which closed with cash spending of 571,808,049 levs by December 31, 2025. Council members made the decision at their September 21, 2026 meeting.

The town carried over 43,197,490 levs into the new year. The report breaks down income and spending by function, activity and line item.

Mayor Dimitar Nikolov brought the report to the council. At the same meeting, members also voted on the 2025 capital spending report.

Council members signed off on the 2025 year-end accounts for EU funds handled by the National Fund and the Paying Agency at the State Fund Agriculture, as well as accounts for other EU money, international programme funds, and third-party fund transactions.

The council also approved a report on the town's debt at the end of last year, which includes debt data for entities covered under Article 8a of the Municipal Debt Act.

Spending recognized up to actual cost levels under Article 8, paragraphs 3 and 4 of the Local Taxes and Fees Act was also approved, covered from other revenue sources — including funding for the children's kitchen and the home care service.

Cash budget figures appear in appendices 1 and 9, capital spending in appendix 2, EU fund and third-party fund accounts in appendices 3, 4, 5, 6 and 7, and municipal debt in appendix 14 of the decision.
