Reforms and legacy in road construction

The Minister of Regional Development and Public Works, Ivan Shishkov, presented updated information on the state of road infrastructure in Bulgaria. He emphasized that despite the existence of inherited contracts and procedures, there is a positive trend towards signing agreements for major repairs.

"These are not our companies, but the companies of the legacy," Shishkov stated regarding the inherited public procurement contracts.

  • Signed contracts: About 30 contracts for major road repairs have already been concluded, including those for the Hemus Motorway and the Vidin - Botevgrad road.
  • Public procurement: The Minister explained that terminating current procedures would lead to delays and cost increases for the projects, which is why they must be completed.
  • The role of "Avtomagistrali": Questionable practices were reported regarding the signing of contracts with multiple levels of subcontractors.

Enhanced control and future measures

Minister Shishkov stated that the state is introducing much stricter control over construction processes. Regarding maintenance and guardrails, an expert commission is to be established. The goal is for these to be included in future tenders to avoid monopolies by individual firms.

Regarding abuses, the regional minister reminded that he has submitted numerous reports to the prosecutor's office, expecting actions to investigate the advance payments.
