CPC has launched a large-scale investigation into the NHIF

The Commission for Protection of Competition (CPC) has initiated a preliminary study regarding potential restrictions on market competition in the procedures of the National Health Insurance Fund (NHIF). The focus of the investigation is on the mechanisms for determining the limits up to which the Fund reimburses medical devices, dietary foods, and assistive products for people with disabilities.

Given the significant public resource of over 100 million euros annually, ensuring an effective competitive environment is critical for the quality of life of patients.

What does the study include?

  • Analysis of the regulatory framework (Health Insurance Act, Public Procurement Act, Medical Devices Act).
  • Assessment of new participants' access to the market.
  • Verification of the effectiveness of reimbursement control mechanisms.
  • Impact of current rules on innovation and the prices of products such as pacemakers, insulin pumps, and joint prostheses.

The CPC has already requested detailed information from the Ministry of Health and the NHIF. All interested parties can send their opinions directly to the antitrust authority, which, after analysis, will determine whether there are grounds for initiating formal proceedings.
