Dimitar Glavchev withdraws from audit procedures for the period of his governance

The National Audit Office categorically rejected media allegations of a "conflict of interest" regarding Chairman Dimitar Glavchev. The institution emphasizes that such accusations are speculative and are not based on established facts, as a conflict of interest can only be proven through administrative-procedural order.

Despite the lack of legal grounds, in order to guarantee maximum impartiality, the Chairman will withdraw from all audit actions for the period in which he held the position of caretaker Prime Minister.

Audits by decision of the National Assembly

On July 2, 2026, the Parliament commissioned three large-scale audits to the National Audit Office:

• Social sphere: Audit of payments from the budget of the Ministry of Labour and Social Policy and the National Social Security Institute.
• Ministry of Finance: Inspection of public finance management.
• Road Infrastructure Agency (RIA): Audit of financial management and public procurement.

Bound competence

The Audit Office clarifies that the Chairman acts under conditions of "bound competence." This means that he is obliged to execute the decisions of the National Assembly, in accordance with the Constitution and the National Audit Office Act. For the period of his governance (April 9, 2024 – January 16, 2025), which represents about one-sixth of the total audited period, the functions will be delegated to a Deputy Chairman.
