Implementation of EMCS Phase 4.2: Possible difficulties with e-ADs from February 12th

The Customs Agency informs about the implementation of EMCS Phase 4.2 on February 12th, which may cause technical problems with the submission of e-ADs. The changes are part of a pan-European procedure.

Between 00:00 on February 12th and 09:00 on February 12th, the Bulgarian application of the Excise Movement and Control System (EMCS) phase 4.2 will be implemented.

The Customs Agency announces that technical difficulties may arise during this period when submitting an electronic administrative document (e-AD).

The implementation will be simultaneous in all EU member states using the Excise Movement and Control System. As the procedure will follow the usual protocol, an emergency procedure for movement with paper documents will not be declared.

EMCS phase 4.2 does not introduce new functionalities but necessitates changes in the validation of electronic messages between economic operators and the administrations of the member states.
