Municipal commercial companies in Burgas will be permitted to use their undistributed profits and other reserves to cover accumulated losses from previous years. This is part of a proposal by the Deputy Mayor for Finance, Budget, Economy, and Maritime Affairs, Stanimir Apostolov, which also includes an obligation for these companies to transfer 50 percent of their post-tax profit for 2025 to the local budget. The deadline for the transfer of these funds is set for October 30, 2026. The report is scheduled to be discussed by the Municipal Council on September 21.
A specific regime is provided for municipal medical institutions, which may be exempt from paying dividends. The condition is that they must invest an equivalent amount into the development of their core activities through the acquisition of long-term tangible assets, capital expenditures, or medical equipment. To confirm such an approach, the medical units must submit documentation of their expenses to be approved by the Municipal Council. According to Stanimir Apostolov, this measure is part of a long-term policy to support municipal healthcare and investments in the sector.
A separate option has been proposed for "Complex Oncological Center Burgas" EOOD. The company will be able to forgo reporting a dividend if it uses an amount equal to half of its 2025 profit to partially repay installments on an investment loan. These loan funds are intended for the purchase of high-tech medical equipment – an automated therapeutic system for brachytherapy and hybrid systems for nuclear medical diagnostics.
