Burgas council will rent two municipal premises in Block 47 of the Zornitsa neighbourhood to the Union of the Blind in Bulgaria for five years. The council decided this at its meeting on 27 October. The union's Burgas regional organisation will use the space.
The lease is temporary and paid. Monthly rent is €48.73 for the first unit and €18.47 for the second, both without VAT. Burgas mayor Dimitar Nikolov put forward the proposal.
The first unit has a usable area of 56.87 sq m. It is a non-residential space with its own toilet, on the first ground-level floor in entrance 7, in the north wing of the block. The second ground-level floor is above it and the basement is below. An office lies to the east and a pastry workshop to the west. Outer walls border it on the north, south and north-east. It is private municipal property under deed No. 854 of 3 May 1998.
The second unit is room No. 2 on the second ground-level floor in the same entrance, with a total usable area of 17.25 sq m. Room No. 1 is next to it on the east and room No. 3 on the west. A corridor runs along the south side and an outer wall lies to the north. The room is part of a separate site, and the public municipal property deed is No. 186 of 13 May 1997.
Both units are in plot VII, block 9, under the detailed development plan for the Zornitsa neighbourhood. They stand on a parcel with the identifier 07079.601.47 on the Burgas cadastral map. The second unit covers part of this parcel.
The Union of the Blind in Bulgaria is a non-profit legal entity that works for the public benefit. Its company ID is 000703155. Its registered seat and management address are at 172 Naycho Tsanov Street, Ilinden district, Sofia. Its chairman, V. Dolapchiev, represents it.
Under the contract, the union acts through a proxy, the head of its Burgas regional organisation. Notary A. Balchev, whose area is the Sofia District Court, issued the power of attorney on 24 November 2025 under registry No. 15930.
