Expansion of inspections for illegal construction in Varna
The Minister of Regional Development and Public Works, Ivan Shishkov, announced that inspections for illegal construction in Varna Municipality will be expanded to cover a period long before 2023. This comes in the wake of a large-scale scheme uncovered in the "Baba Alino" area.
"We are finding that it is a common practice to issue certificates of tolerance for properties that do not have approved detailed development plans," the minister stated.
Chronology of the documentary fraud
- Issuance of certificates of tolerance with false information regarding construction dates (before 2001), despite actual activities starting in 2023-2024.
- Construction on properties registered in documents as forest land.
- "Helpful" entry of the properties into the cadastral map in 2025, which allowed for their sale.
Institutional responsibility
Minister Shishkov emphasized that the responsibility for removing the illegal structures lies with the Mayor of the Municipality. He expressed sharp indignation at the involvement of designers, surveyors, and engineers who signed documents containing false information. Six pre-trial proceedings are currently underway regarding the case, and the testimonies of key figures, such as Oleg Nevzorov of the "KUB" corporation, are considered decisive for unraveling the scheme.
