Representatives of the United Kingdom, the Netherlands, Sweden, Finland, Estonia, Lithuania, Latvia, and Denmark jointly prepared a conclusion in which they emphasize the need for Ukraine to be recognized as a full member of the Joint Expeditionary Force (JEF) initiative. The authors of the document state that "it is time to welcome Ukraine as a full participant in our defense cooperation".

The Joint Expeditionary Force is a multinational defense coalition led by the United Kingdom, with a focus on security in the Northern European and Baltic region.
