Russia attacked Ukraine overnight on 16 October with 149 attack drones, 108 of them jet-powered, the Ukrainian Air Force said. Five people were hurt in Uman, four in the Odesa region and two in Manevychi in the Volyn region. In Volyn, 370,000 customers have no power.

The overall picture

The drones came from the direction of Oryol in Russia, from occupied Donetsk and from Hvardiiske in occupied Crimea. Ukraine's defences used aircraft, anti-aircraft missile units, electronic warfare, unmanned systems and mobile fire groups.

Early data show 114 drones were shot down or jammed, 77 of them jet-powered. Hits by 27 enemy drones were recorded at 24 places, and debris fell at 14 more.

Volyn region

Jet-powered Shahed drones attacked the region without a break, said Roman Romanyuk, head of the regional military administration. About 20 targets were aimed at Volyn. Civilian and critical infrastructure was destroyed, and by 8am 370,000 customers had no power. Repair work continues.

A company with foreign investment was damaged in Lutsk. Another was hit in Manevychi, where two people were hurt and the fate of five more is not yet known.

Ukrainian president Volodymyr Zelensky said the strike on Lutsk's power grid came while he was meeting French president Emmanuel Macron in Brussels. "Literally during our meeting, Russia carried out another vile drone strike on Ukrainian energy in Lutsk. The city has a power cut," he said. He said Moscow had openly ignored US president Donald Trump's proposal for a ceasefire on energy targets. Now, he said, it is exploiting the problems with Starlink and destroying everything that keeps normal life going.

Kyiv

Russian forces hit private homes in the capital on the evening of 15 October, the State Emergency Service said. In the Shevchenkivskyi district, an outbuilding and a private house caught fire. Firefighters put out the blaze over a total area of 190 sq m.

Later in the night, Russia also attacked the Solomianskyi district, where a building caught fire after a strike.

Uman

A drone crashed into a multi-storey block of flats in Uman and set it on fire, the National Police said. Five people were hurt. Three are in hospital, and medics treated the other two at the scene.

The drone also destroyed a neighbouring security building. Rescuers pulled a man from the rubble. Police officers, rescuers, medics and investigators are working at the site, and an operational headquarters has been set up.

Odesa region

Four civilians were hurt in the overnight Russian strike on the Odesa region, the State Emergency Service said. An energy facility was damaged, and a fire broke out at a company that makes household goods.

A second attack in the morning damaged seven private houses. No one was reported hurt. "Because of the threat of new strikes, firefighters had to stop work and move to safety more than once," the service said.

Zelensky and Macron in Brussels

After meeting Macron, Zelensky said new packages to boost Ukraine's air force will arrive this month. Work on the European anti-ballistic system FREYJA is speeding up, with the aim of getting it running by the end of the year. Ukraine has now received all the licences for weapons production that France promised.

Zelensky began his Brussels visit with a meeting with NATO secretary general Mark Rutte. He asked him to keep partners supplying defence aid, above all systems to intercept ballistic missiles and ammunition for F-16 fighter jets.

Russia has waged a full-scale war on Ukraine since February 2022, and strikes on residential areas and energy sites are part of it.
