The process of public discussion on the conditions for awarding passenger rail services in Bulgaria started on June 2. The first meeting is precisely with the trade unions, as they not only protect the rights of railway workers and employees, but are also carriers of valuable knowledge, experience and expertise in rail transport.
Deputy Prime Minister Grozdan Karadjov, who is also the Minister of Transport and Communications, presented to the trade union organizations a draft for determining the conditions and procedures for awarding public contracts for passenger transport by rail. It is planned to establish two regions in which candidates for regional operators will compete, and another region - for candidates with proven experience in the sector. This will mark the beginning of real competition in the sector.
The duration of the contracts is proposed to be 12 years, and the locomotives, carriages and railcars acquired by the state after 2009 will be used proportionally by the operators, depending on the volume of the service provided. In order to fully protect the rights of workers, a requirement has been set that all workers and employees retain their jobs even after the new contracts come into force, and the collective labor agreement will be maintained for the entire term.
With regard to the repair of the rolling stock, it is envisaged to create a separate company to which the entire repair activity of BDZ will be transferred. It will provide repair and maintenance services to all operators on equal terms. This topic will be discussed in more detail at a separate meeting with the trade unions.
Minister Karadjov stated that the goal of the reform is to encourage competition and the entry of private operators in the rail sector.
