The Bulgarian National Bank (BNB) has announced changes to its Regulation on the Central Credit Register (CCR), known as Regulation number 22 of the BNB. This decision, announced by the central bank itself, provides for significant adjustments to the way the key credit register functions.
One of the most important changes includes expanding the circle of persons having access to the information in the CCR. In addition to the traditional data providers and recipients, credit purchasers are also added to them, as well as persons responsible for servicing the credits. This implies a wider scope of subjects involved in the credit process.
In addition, the BNB has reduced the deadline for submitting current data to the CCR. According to the new rules, this deadline is reduced from the range "from 0 to 5 working days" to "from 0 to 2 working days". According to the announcement, this measure has been taken in order to increase the efficiency and control over the credit process. It is expected that the changes will allow a more precise assessment of the creditworthiness of borrowers.
The changes also include the regulation of the submission of information to the CCR for court decisions or administrative acts that have come into force. This step affects cases in which the data for a client in the register has been challenged in court or administratively. The new rules require marking a court decision that has come into force to declare the nullity of a credit and making corrections in the CCR.

The regulated deadline for these changes to take effect is different. The first two changes are expected to take effect from February 1, 2026, while the change related to court decisions will take effect from January 1, 2026.
