On June 19, 2025, a public discussion of projects for which the municipality intends to take long-term debt in 2025 was held in the Meeting Hall of the Municipality of Burgas. The discussion was organized in accordance with the Municipal Debt Act and the Ordinance on the Conditions and Procedure for Conducting Public Discussions of Projects.

The municipality presented 14 projects, the implementation of which will lead to the creation of a healthier, greener and more attractive urban environment, modernization and improvement of the energy and operational characteristics of existing municipal buildings for culture, sports and administrative services. The necessary funds for these projects, which the Municipality of Burgas must provide as a partner or co-financing, amount to 19,113,805 BGN.

As speakers on behalf of the administration, Eng. Chanka Koralska, Deputy Mayor "Investments and Regional Development", Stanimir Apostolov, Deputy Mayor "Finance, Budget, Economy and Maritime Affairs", and Zlatina Karaivanova, Director of the "Budget and Finance" Directorate, participated in the discussion. They presented detailed information on all the projects for the implementation of which the Municipality intends to take on debt.

Depending on the possible sources of financial resources, the Municipality of Burgas can use a combination of financing from the "Sustainable Cities Fund" DZZD, the FLAG EAD Fund and/or other financial or credit institutions. The financing proposal will be submitted for consideration and approval at a session of the local parliament in July.
