According to the new Law on Compensating Consumer Costs for Transportation, which will come into force in November 2023, persons producing oil products from crude oil originating from Russia or exported from Russia are obliged to make monthly contributions to compensate for these costs. The amount of the monthly contribution is determined by the Minister of Economy and Industry by the 15th of the current month, calculated according to a formula under the law.

For May 2025, the contribution is in the amount of 0 (zero) leva, as it is determined on oil products produced on the territory of the Republic of Bulgaria from crude oil originating from Russia or exported from Russia, and according to the data of the Customs Agency for that month, there are no such oil products with CN code 27 10 released from a tax warehouse.
