Bulgaria is consolidating its role as a regional hub for startups, and in 2026 the portfolio of investment mechanisms and European programs is expected to reach a new record. According to the strategy of the Fund of Funds and the European Bank for Reconstruction and Development, new venture capital and equity funds are being launched with a total resource of over €130 million, with over half of them targeting areas outside Sofia and early-stage technology companies. This will support not only high-tech sectors such as IT, fintech, biotech and green technologies, but also innovative eco- and ESG projects.
"Golden Visa" remains a key incentive for foreign investors: with a capital of €512,000 in an alternative investment fund, all investments aimed at innovative firms and startup projects in Bulgaria gain access to the so-called "fast track" for permanent residence, and subsequently citizenship. In this way, attracting capital is not only a national, but also a European priority.
Access to the European accelerator network and international conferences (NAZ, StartUp Bulgaria, etc.) complements the opportunities for entering foreign markets and meeting potential investors. According to an analysis by Forbes Bulgaria, in 2025 over 50% of Bulgarian startups received funding through these accelerators, and over 20% of all venture capital investments had international participation.
Company registration and launch are simplified – the minimum capital for a company is only 2 leva, and the procedures are digitized, saving time and making the sector accessible to international teams. In addition, over 20 regional incubators and partnership programs operate, offering mentoring, coworking and legal support.
